I agree with your pessimism, sadly. Socitey, across most of the world, has been tuned to the gravy train, for too long, for any community not already tilted in a degrowth direction to take steps to hop off the ride.
Unless the degrowth is a collective one, individuals will fear there is too much at stake for any community to be brave enough to do it ... even though there are ample examples of it working, and well.
You're so right that degrowth needs to be collective. Otherwise others will just take advantage while others sacrifice. I'm afraid degrowth isn't realistic without an exogenous shock forcing it.
